i don't think you can by yourself, but you can if you call up one of your buds to go drinking
try getting drunk and hailing a cab..its funny.
lol once I got drunk in real life then got drunk in GTA IV, but everything seemed the same, nothing was different lol

i have personally never been able to get drunk outside of friendship mission or date. but my copy does weird things anywyas, like i can't walk into the car dealership near your 3rd safe house, the door just doesn't open.
You can only get drunk when you call a friend and select the ''drink'' option, unfortunately.

Try going to the bar with Roman guys... They both look damn stupid after the stuff's done.... And fuel to fire, while returning I had a bike!!!!And the cops kinda get pissed off at you for drunk driving or what I dunno but I used to get a wanted level everytime a cop car went nearby...To return Roman after you both have gotten drunk is a mission in itself.. If you have a bike might I add... :-)
