Qusetions to ask about gta 4!!!!!

1) How do i take part in the street races?2)Is the internet cafe unlocked or you must progress in the game further to unlock it?3) Are speedboats easily found everywhere near the seas?4) a lot of buildings and restaurants and bridges and everything i just can't get access! The buildings aren't always accessible, but i guess you know that. there's only a handful of them you can go in.................thks.......................[/QUOTE]
